Grow Your Transportation Business With S.W.A.N. | Insurance Industry Update - February 2026
S.W.A.N. News Welcome,

We've had the pleasure of welcoming a number of partners and clients visiting our offices. Just one example was Andrew Hartman of CRC Group. Andrew has spent over a decade navigating the complexity of U.S.-Mexico transportation risk. His expertise, relationships and insights have been invaluable in helping us secure strong, sustainable terms for our clients.

Our recently introduced DRIVE program is providing significant benefits in terms of fleet safety (and in turn, savings). See below for another important initiative on the horizon, designed for Transportation Network Companies (TNCs) to assist them in managing risk and aligning insurance strategies with business priorities.

The cross-border team continues to conduct yard visits to become deeply familiar with a fleet's business needs. They were also recently invited to join the Otay Mesa Chamber of Commerce and will be participating in a variety of events there - stay tuned.

On a lighter note, I participated in the San Diego Parks Foundation Undertow Charity Golf Classic at the iconic Torrey Pines Golf Course. The event raises funds for local park improvements, youth programs and community initiatives. With two boys under the age of four, we go to the park often and am beyond grateful to have such great places to raise my kids in San Diego.

Until next month, we appreciate your being part of our S.W.A.N. community. We welcome your input on how we can support you as you grow your business. As always, we're here to help you Sleep Well At Night. Simply reply to this email or contact us online by clicking here.

Thank you,
Chris Mahlberg

S.W.A.N. News New Program Is Designed
for TNC Fleet Operators

Last month we introduced our DRIVE program offering a systematic approach to building a safe fleet through industry best practices. The ultimate goal is to help you become stronger, safer and more insurable.

We're now pleased to announce another new initiative, this one designed to assist Transportation Network Companies (TNCs) in addressing the financial realities faced by modern mobility operators. These fleets live in a highly complex risk environment.

From rideshare and taxi fleets to limousines, event transportation, airport shuttles, paratransit, and on-demand mobility platforms, these businesses sit at the intersection of technology, labor, regulation and capital.

We specialize in protecting TNC fleets by aligning insurance strategy with the priorities that matter most to CFOs and finance leaders: cost control, coverage certainty, carrier stability, regulatory compliance and scalability. With several legacy TNC insurers exiting the market, operators are facing uncertainty. We help fill that gap with disciplined underwriting relationships, deep transportation expertise and a proactive advisory approach.

Contact us to learn how this upcoming program can benefit your TNC fleet operations.

S.W.A.N. News Otay Chamber Membership
Strengthens Regional Ties

The S.W.A.N. cross-border team was invited to join the Otay Mesa Chamber of Commerce President's Circle. Otay Mesa is a strategic region in South County San Diego along the international border with Mexico.

The Chamber is the premier organization providing members with resources and access to local and global markets. Following creation of the Otay Mesa Port of Entry in 1985, it was founded in 1987 under the leadership of a group of visionaries who wanted to have their interests represented.

Membership in the Chamber will provide important opportunities for us to deepen our relationships in the region for developing strategic partnerships and promoting fleet safety.

Two events are serving as a positive kick-off to our participation in the organization as part of our ongoing efforts to help cross-border fleets become more productive, safe and compliant.

The first was a roundtable breakfast on English proficiency enforcement and compliance featuring Otay Mesa CHP Lieutenant Commander Victor Garcia and U.S. Consul General in Tijuana Christopher Teal.

The second event, in early March, will address how trucking companies can reduce insurance premium costs by learning directly from representatives of three insurance carriers.

We look forward to sharing our findings with cross-border fleets to promote their safety and growth. If you or someone you know could benefit from these types of intel, we would welcome an introduction.

S.W.A.N. News How To Tell if a Broker Can
Provide NEMT Insurance

Some insurance carriers may talk a good game about being able to handle the unique needs of NEMT fleet operators, but are they really being truthful? Their answers could make the difference between tapping bona fide expertise or setting yourself up for costly liabilities down the road.

Here are some questions to ask when evaluating an insurance broker as an NEMT partner:

1. What are the three areas that drive claims in NEMT?
2. Give an example of an MCO contract he or she has read?
3. How many NEMT fleets does the broker work with (names and locations)?
4. Have they consulted for growth fleets, and who and where are they?
5. Are they active in the industry, do they speak at conventions, are they on committees or serve as a board member?

NEMT fleets intersect with transportation, healthcare, passenger handling and regulation. In this kind of complex scenario, both broker and carrier need to understand how the NEMT world actually works.

Simply put, when it comes to NEMT, the more specialized the broker, the better! If you have questions about the growth potential of your business, we invite you to contact us.
